During the monthly session of the Cumberland Plateau Water Authority, board members approved the formation of a sub-committee to review and recruit applicants for a general manager. According to the description for the position, a manager would become the full time representative of the board with the authority to negotiate terms of a merger with willing utilities. In other matters, the authority instructed attorney Kenneth Chadwell to contact the Crossville City Attorney regarding an attorney general opinion on the interpretation of Article 3 of the Crossville City Charter that requires a referendum if the city wishes to give Meadow Park Lake to the water authority. While the Crossville City Council has not publicly addressed or discussed a merger with the authority, some legal minds believe that the private act that formed the water authority makes the city article null. According to Chadwell, City Attorney Randy York, as well as attorneys for MTAS, are of the opinion that a referendum of city residents would still be required if the city were to opt in with the authority. The authority will meet again on February 5th.
